Rio Government Withholds Payment to Consortium Managing Poupa Tempo Due to Irregularities

The government of Rio de Janeiro withheld payments to the Consórcio Central da Cidadania, responsible for administering units of the Poupa Tempo Program in the neighborhoods of Bangu, Duque de Caxias, and São João de Meriti. The decision was made after an audit identified irregularities in the contract signed with the consortium.

The audit that discovered the irregularities was conducted by the administration of Governor Ricardo Couto. The contract in question governs the operation of the Poupa Tempo units in these three municipalities in the metropolitan region of Rio.

Until August of last year, Mauro Farias was a partner of the Consórcio Central da Cidadania. Mauro Farias is the former Secretary of Digital Transformation of the state of Rio de Janeiro, a position he previously held.

The connection between the former secretary and the consortium gains additional relevance due to a detail revealed in the report: Mauro Farias lived in a penthouse valued at R$3.5 million that was occupied by former governor Cláudio Castro.
