The Committee on Public Security and Combatting Organized Crime of the Chamber of Deputies approved, on October 1st, the substitute bill for Project of Law 1,687/2026, which expands the authorization for armed boarding on civilian national aviation aircraft. The vote took place during a semi-presential deliberative meeting.
The bill amends the Disarmament Statute (Law 10,826/2003) to allow public agents with firearms carry permits to board domestic commercial flights armed. To do so, the civil servant must hold a firearms carry permit as provided by law, be actively performing their duties, and demonstrate the need for access to the weapon and its ammunition during the period between entering the departure lounge and arriving at the disembarkation area.
The proposal restricts the need for access to the firearm and ammunition on board to the performance of police, intelligence, or escort activities. Thus, only agents who work in these specific areas could benefit from the measure, provided they meet the established legal requirements.
