According to the organization, no one has been tried or held accountable for human rights violations committed in the context of the United States' response to the attacks.
AI criticized the lack of justice for victims of the practices carried out after the attacks, including arbitrary detentions, torture, and secret transfers of prisoners. The organization warned that impunity persists 25 years after the events that triggered the American military and security response.
Amnesty International's report argues that the legacy of the "war on terror" continues to affect millions of people worldwide, without those responsible for the violations having answered for their actions before justice.
