From IT specialist in Brazil to "cannon fodder" in Ukraine: this is how Putin deceives foreigners to send them to the front lines of combat

SAPO Notícias10 September 2026 at 17:39

Amnesty International published a report accusing Russia of using a "system of coercion, fraud and deception" to recruit foreign citizens for the Russian Armed Forces. The report describes how Russia sends these foreigners to the front lines of combat in Ukraine, often without adequate training or proper equipment.

Russian recruiters mainly take advantage of people in vulnerable economic or migratory situations. These people are frequently enticed with promises of good salaries and residence documents in Russia, but end up being sent to combat zones without full knowledge of the real conditions of military service.

Among those affected are information technology specialists from Brazil and other countries, who are approached with attractive job offers and subsequently pressured to join the Russian military ranks. The Amnesty International report documents cases in which these foreigners are used as "cannon fodder," being sent to the front lines of the conflict in Ukraine.
