The Government and social partners will meet on Wednesday within the scope of Social Dialogue. This meeting comes with the budgetary proposal already on the agenda, marking the beginning of the dialogue between the Government and social security institutions.

The Finance Minister will be present at this Social Dialogue meeting. His presence indicates the importance the executive attaches to this encounter with representatives of workers and employers.

The main point of discussion will be the State Budget for 2027. The parties will debate the budgetary proposal presented by the Government, at a crucial moment for defining the country's fiscal priorities.

In addition to the Budget, the meeting will also include discussion on wage transparency. This topic has been gaining prominence in negotiations between the Executive and social partners, reflecting a concern with equity and clarity in the remuneration structure.

New social welfare model in Higher Education: strengthen without excluding

The article analyzes the new Regulation for the Award of Scholarships to Higher Education Students approved by the Portuguese Government in May, which adjusts scholarship amounts to students' economic conditions and regional cost of living. The rector of the University of Aveiro warns that preliminary simulations at the institution indicate that around 20% of scholarship recipients analyzed (15 out of 72 cases) could no longer meet the conditions to receive a scholarship under the new rules. Although recognizing that the phased implementation until 2027/28 is positive, he argues that the reform requires a rigorous assessment of its effects, as the success of a social welfare policy is not measured only by the value of support, but also by the ability to ensure that no one is left behind.
