Government prepares single cycle from 1st to 6th grade starting 2027/2028: "unique in Europe" model will imply curricular changes

The Portuguese Government will test starting in 2027/2028 a new educational model that merges the first and second cycles, covering from 1st to 6th grade. The model will be implemented in a wide range of schools and is described by the Executive as "unique in Europe".

The measure implies significant curricular changes and greater flexibility in teacher management, allowing first cycle teachers to teach in higher years and vice versa. This reorganization aims to create a more coherent school pathway adapted to current education challenges.

The Minister of Education, Fernando Alexandre, stated that first cycle teachers will see their initial workload reduced as part of this reform. This reduction aims to compensate for the greater versatility that will be required from teachers with the implementation of the new integrated model.

The announcement comes at a time when the Portuguese education system is seeking to address growing concerns about teaching quality and the transition between cycles, with the Government defending that the merger will allow for a more coherent and personalized approach for students.

Government proposes new legal framework for youth associativism

The Portuguese Government submitted to parliament a bill to establish a new legal framework for youth associativism, which aims to replace Law No. 23/2006, considered outdated given the current dynamics of the youth associative movement. The proposal includes significant changes to the financing model, now valuing the effective execution of activities, the quality of projects and local impact. It also establishes new requirements for access to public support, such as the absence of debts to the tax administration, Social Security or IPDJ, and the requirement for organized accounting for entities with applications exceeding 100 thousand euros. The proposal defines limits for the number of leaders who can benefit from the Young Associative Leader Statute, according to the size of the associations, and creates a Monitoring Committee to monitor the implementation of the framework. The recognition of federations now requires constitution by at least 60% of the represented associations.
