The Roxo Beneficiaries Association launched a new public tender of 450,000 euros for the supervision and safety coordination of the construction of a hydroelectric plant at the Roxo Dam, in the municipality of Aljustrel. The procedure was published in the Official Gazette on September 2, with a deadline for submission of proposals ending on September 30, 2026 and a planned contractual duration of 23 months. The contract is not financed by European funds.
This new tender is associated with the main construction project for the plant, located in the parish of Ervidel, whose tender was launched on January 8, 2026 with a base price of 4.5 million euros, without VAT, and a maximum execution period of 630 days. The infrastructure will add a hydroelectric energy production component to the Roxo Dam, which plays a relevant role in water storage and irrigation in Baixo Alentejo.
The September tender follows a first procedure launched by the association on July 20, also intended for supervision of the construction, with an initial base price of 250,000 euros. The new tender, identified as 03/ABR/2026, now sets the value at 450,000 euros, 200,000 euros more than the previous procedure. The documentation does not clarify the reasons for launching a second tender or for the increase in the base price.
The hydroelectric plant project was already part of the plans of the Roxo Beneficiaries Association, according to the 2024 Report and Accounts, which identified the execution project developed by Aqualogus Engenharia e Ambiente. At that time, the planned investment was 3.5 million euros, without European co-financing, and the value increased to 4.5 million euros in the January tender. The work was awaiting opinions from the Directorate-General for Agriculture and Rural Development, the Portuguese Environment Agency, and the National Laboratory of Civil Engineering.
