Change to the water supply and sanitation services regulation alters tariff structure

The Municipal Services of Setúbal drove the change to the Regulation of Water Supply and Urban Wastewater Sanitation Services of the Municipality of Setúbal, identifying the need to modify the tariff structure and the conditions for applying special tariffs. The project was approved by the SMS Board of Directors on May 27 and by the Municipal Council of Setúbal, unanimously, at the meeting on June 2.

The changes aim to adapt the current model to the reality and profile of users, introducing consumption tiers for non-domestic users based on analysis of usage profiles, consumption levels, and recorded volumes. The creation of a category of Local Public Interest Entities with access to a special tariff is also planned. The objective is to ensure a more balanced distribution of tariff costs, while maintaining the economic-financial sustainability of the services.

The project was submitted to public consultation, in which nine submissions were presented by citizens, companies, institutional entities, and an association representing economic activities. The Regulatory Entity for Water and Waste Services also formulated observations and recommendations, some of which were incorporated into the final project.

From the consideration of the public consultation contributions and the ERSAR recommendations, the final version of the regulatory amendment project emerged, which will now be submitted to the Setúbal Municipal Assembly for consideration. The ERSAR observations that were not incorporated at this stage will be considered in a future comprehensive review of the regulation.
