Minister Flávio Dino decided to reinstate immediately Andrei Rodrigues as director-general of the Federal Police and Leandro Almada as director of Police Intelligence of the corporation. In his decision, Dino stated that the measure of removing both from their positions would harm ongoing investigations, since police intelligence is essential for several investigations and its paralysis could affect work conducted by other ministers and judicial bodies.
Dino's decision directly contradicts the determination of fellow minister André Mendonça, who had ordered the removal of the two on Tuesday. The two ministers are in conflict over the management of the Federal Police.
Dino considered that there are serious procedural problems with the removal ordered by Mendonça. The main argument is that the Partido Novo would not have standing to request the precautionary removal of the delegates in a criminal investigation.
According to Dino, the Code of Criminal Procedure provides that precautionary measures be requested by the parties, by the police authority or by the Public Ministry, which would not be the case for a political party.
