The rule approved by the National Congress established differentiated treatment only for the regional aviation segment, with the justification of stimulating connections between cities outside metropolitan regions in a country of continental dimensions like Brazil. However, large companies are seeking a broad interpretation of the definition of "regional" to include their operations.
The dispute occurs at a time when the airline sector is preparing for the tax changes that begin to take effect at the beginning of next year. Classification as a regional operator can represent significant operational cost savings for companies in the sector.
