"The focus must stop being the unemployed and shift to the job supply"

Público6 September 2026 at 07:00

Domingos Lopes, president of IEFP (Institute of Employment and Vocational Training), advocates a paradigm shift in how employment centers should operate in Portugal. The official considers that the focus of employment centers should stop being centered on the unemployed and start being directed toward the job supply.

According to Domingos Lopes, this change in approach becomes necessary in a context where unemployment is at historic lows. Therefore, employment centers should be evaluated by their capacity to provide a timely response to the needs of companies seeking workers.

The president of IEFP understands that the performance evaluation of employment centers should stop primarily measuring the integration of the unemployed into the labor market, instead measuring the effectiveness with which they respond to companies' recruitment requests.
