The author distinguishes between academic qualification and professional qualification, noting that the Statute of the Order of Social Workers determines that the practice of the social work profession depends on valid registration as an effective member of the Order, including in the public sector. They point out that, unlike the competition procedure for Senior Technician – Psychology, promoted by the same municipality, the notice for Social Work does not expressly require this professional registration as an admission requirement.
The complaint also raises questions about the situation of holders of degrees in Social Policy and Social Work, old programmes that Regulation No. 581/2026 of the Order of Social Workers expressly contemplates for registration purposes, questioning why these professionals, when already registered with the Order, could not apply for the position. The same applies to candidates with a master's or doctorate in Social Work whose undergraduate degree is in another field.
The author concludes by requesting formal clarification on eight specific questions, including whether registration with the Order is effectively required, at what point it will be verified, and what the objective justification is for the different treatment between the two competition procedures of the same entity.
