The Municipality of Albergaria-A-Velha recently approved the opening of a public consultation period for the proposed Municipal Housing Charter, which will remain open for contributions during 30 days before being voted on at the Municipal Assembly. This document is presented as a strategic territorial and housing planning instrument, identifying needs, action priorities, and solutions appropriate to local specifics, being necessary to access public funding, as well as for urban planning and land management.
The councilors of the PSD/IL coalition acknowledge the technical quality of the diagnosis and the concern in structuring a long-term strategy. However, they consider that the document remains excessively focused on intentions, based on quite optimistic demographic assumptions and does not present a consistent financial evaluation.
The opposition advocates that the document be reinforced in the dimensions of demographic foundation, financial programming, priority definition, partnership transparency, monitoring, and legal certainty. They also request that the measures be accompanied by scheduling, cost estimates, and funding sources, as well as the clear identification of measures dependent on the Municipal Master Plan, municipal regulation, or private partnerships.
The PSD/IL coalition also advocated that the mobilization of vacant housing be assumed as an autonomous priority. The public consultation period is now open for 30 days to collect contributions.
