Submarine cable between Portugal and Morocco only with private or European Union funding

CNN Portugal4 September 2026 at 21:54

The project for a submarine energy cable between Portugal and Morocco may move forward only with private or European Union funding. This was one of the conditions pointed out within the scope of the discussion on the need to diversify Portugal's energy sources.

Maria da Graça Carvalho publicly recognized the need for Portugal to have an energy alternative to face situations like the "blackout" recorded last April. This blackout reportedly alerted Portuguese authorities to the country's vulnerability in terms of energy security.

The submarine cable between the two countries would represent a strategic solution to reinforce the Iberian Peninsula's energy interconnection capacity. The connection would allow the importation of energy from other sources and markets, reducing dependence on a single energy model.

The question of funding emerges as a central challenge for the project's realization, since direct public funding is not planned. The participation of private investors or European funds thus becomes essential so that the infrastructure can be built and operationalized.

Submarine cable between Portugal and Morocco only with private or EU funding

The construction of a submarine electrical cable between Portugal and Morocco is being considered by the Portuguese government, but will only proceed with private financing or European funds, revealed the Minister of Environment and Energy, Maria da Graça Carvalho, after meetings with her Moroccan counterpart. The project, estimated at around one billion euros, aims to create an energy alternative for Portugal in blackout situations, like the one recorded in April last year, when the country had to restart the electrical system alone after the Iberian failure. The minister acknowledged that the initiative is still in an initial phase of discussions, but highlighted that the main advantage would be having an independent electrical restart pathway from Spain. The project has generated concerns in Spain, which sees the initiative as a potential reduction of its relevance as an energy hub on the Iberian Peninsula.

"It is another great victory for Portugal", says Miranda Sarmento after Fitch raises 'rating' to A+

The financial rating agency Fitch upgraded Portugal's rating from A to A+, which represents the second upgrade since April 2024 and the fourth upward revision in the last two years. The Minister of Finance, Joaquim Miranda Sarmento, celebrated the decision as "yet another great victory for Portugal," highlighting that the improvement occurred in a context of geopolitical and economic uncertainty. Fitch justified the upgrade with the trajectory of public debt reduction, which is expected to fall to 87% of GDP, and with more robust fiscal balances, even forecasting a surplus of 0.1% in 2026. The agency also estimates Portuguese GDP growth of 2.1% this year, above the eurozone average, with investment as the main driver of expansion.

Wall Street closes lower with strong employment data reinforcing rate hike bets

Wall Street closed lower on Friday, September 4, 2026, after an unexpectedly strong employment report (162,000 jobs created in August, well above the expected 55,000) reinforced expectations of an interest rate hike by the Federal Reserve at the mid-month meeting. The Dow Jones fell 0.51%, the S&P 500 lost 0.38% and the Nasdaq retreated 0.29%. Despite Trump continuing to call for rate cuts, the market assigns more than 50% probability to an increase. Among companies, UiPath fell more than 16% after disappointing results, Lululemon retreated 17% due to revenues below expectations and Tesla lost about 6% with the start of its Cybercab robotaxi service in Austin. Oil prices rose slightly, driven by US-Iran attacks, while the US Treasury announced sanctions on Turkish bank Golden Global Bank for financing Iran.
