New Mozambican aviation academy expands competencies in professional training areas

Mozambique is carrying out a reform in aeronautical training through the extinction of the National Aeronautics School (ENA), created in 1980, which will be replaced by the National Academy of Aeronautical Sciences (ACA). The reform results from two decrees approved by the Council of Ministers, Decree No. 43/2026, which determines the extinction of the ENA, and Decree No. 44/2026, which formally creates the ACA. The Mozambican Government justifies the restructuring by the need to guarantee security, efficiency, sustainability and quality of services provided in the civil aviation sector.

The new academy, based in Maputo with national scope, is defined as a legal entity under public law with administrative, patrimonial, financial, scientific and pedagogical autonomy. Its human resources and heritage from the former ENA transition to the ACA, which may create delegations in other regions of the country. The institution will be dedicated to the training and capacity building of aeronautical, para-aeronautical and related area professionals.

Among the new competencies assigned to the ACA, the following stand out: technical-professional training of national and foreign citizens according to the norms of national Civil Aviation and the International Civil Aviation Organization, provision of services with manned and unmanned aircraft, including drones, promotion of research and innovation in the aeronautical industry, and establishment of scientific, technological and cultural exchange relations with national and foreign institutions.

The ACA's financing model is broader than that of the former school, combining allocations from the State Budget with own revenues, including enrollments, tuition fees, rates, service provision, property rental and donations. The legislation also creates new revenue sources, such as a fee applied to the budgets of civil aviation companies and a carbon emission reduction fee, which fully go to the academy's operation. Costs for acquiring equipment and materials for strengthening training capacity are also exempt from customs duties.
