The new regional financing model will begin its processing in Congress in the coming weeks, after the Fiscal and Financial Policy Council (CPFF) gave the green light on Friday. The model was rejected by all autonomous communities, with the exception of Catalonia and the Canary Islands.
The Spanish Government is aware that it currently does not have a parliamentary majority to pass this legislation. To obtain the necessary support, it needs to add the Junts party, which has been a key force in several important votes.
The Treasury Minister, Arcadi España, made some indirect gestures to attract Junts' support. At a press conference after the meeting with the autonomous communities, he opened up to studying and negotiating all amendments that parliamentary groups present.
España stated that he will negotiate with all groups, working with them in the amendment process, thus demonstrating a willingness to modify the text of the proposal in order to obtain the votes necessary for its approval in Congress.
