The Institute for Retail Development (IDV) filed a lawsuit in Federal Court in Brasília to try to overturn the provisional measure that exempts from import tax international purchases of up to US$ 50 and reduces by half the rate for orders of up to US$ 3,000.
The so-called "blusinhas tax" was zeroed out by the federal government as part of a policy to lower costs for small packages coming from abroad, especially from platforms like Shein, AliExpress and Shopee.
The IDV, which represents the Brazilian retail sector, argues that the measure harms national commerce by creating unfair competition with imported products. The lawsuit seeks to reverse the effects of the provisional measure.
