An anonymous complaint of alleged workplace harassment by the assistant to the secretary-general of the Assembly of the Republic (AR), and of irregular appointments in parliamentary services, was archived without the secretary-general, Anabela Cabral Ferreira, and her assistant, Hugo Tavares, having been interviewed.
Over 17 pages, two years of alleged pressures, shouting, and replacement of parliamentary staff by people from outside Parliament through public interest transfers are described — whose number reportedly increased from 11 to 61 — to occupy management positions. The new legal auditor took office on July 15, but the process was already closed.
The archiving, proposed by the legal auditor, who was leaving, generated surprise among staff, who state that their testimonies were summarized and that they were never notified of the conclusions. The complaint had been submitted in May to the president of the AR, José Pedro Aguiar-Branco, and was dispatched for investigation two weeks later.
