DECO expressed opposition to the possibility of taxis being used in TVDE activity (transport in unmarked vehicles), considering that this change could cause confusion for consumers and inspectors. The association warns of the risk of "contamination" between the two regimes, with rules being applied according to convenience, generating distrust in both sectors and potentially causing a shortage of available taxis.
DECO also expressed opposition to the elimination of the dynamic fare cap, arguing that it allows platforms to charge prices without control, based on economicist and non-transparent criteria. Regarding the possibility of users selecting drivers with knowledge of Portuguese, the association argues that this should be a default option, not a choice, due to the importance of communication for passenger safety.
The association also disagreed with the use of user rating systems by drivers, considering that these may restrict access to services and that the law already provides adequate mechanisms for driver protection. On the other hand, DECO agreed with the permission of advertising under the same terms applicable to taxis, seeing no justification for a different regime between the two activities.
The new TVDE regime also includes the mandatory emergency service with real-time telephone connection to authorities and vehicle location sharing, as well as the possibility of video recording inside vehicles, which must be off by default and requires express consent from both parties. Platform managers have 120 days to comply with the emergency service requirement.
