A law firm is building a case against EMEL, the company responsible for managing parking in Lisbon, alleging inspection outside of hours and lack of response to drivers' defenses.
The law firm intends to proceed with a collective action on behalf of drivers who were fined and who did not see their defenses answered by the municipal company.
EMEL may have to return millions of euros in fines if the action is successful, since there are thousands of similar cases that can be included in this process.
The municipal company has been the target of criticism from Lisbon residents regarding its performance, particularly with regard to inspection schedules and the handling of driver complaints.
