The government of Luiz Inácio Lula da Silva reserved R$ 9 billion in the 2027 annual budget bill (PLOA) for the salary readjustment of federal Executive branch servants. The amount is authorizing, meaning it represents the maximum limit that the Union may use for salary recovery for civil servants next year.
The decision on granting the readjustment will depend on the country's next administration. This occurs because, under the Fiscal Responsibility Law (LRF), a government cannot create new expenses for its successor, which limits the current Executive's ability to directly bind the next president to financial commitments.
With this reserve, Lula seeks to signal that he intends to grant salary increases to servants in 2027, if reelected in the October elections. The objective is to demonstrate priority for valuing public servants if he remains in office.
The PLOA also provides R$ 117 million for granting readjustments to public security forces of the Federal District and the Military Firefighters of former Federal Territories and the former Federal District, according to law approved this year. In total, the authorization for salary recovery in the federal Executive is R$ 9.1 billion.
