The president of the National Electoral Commission (CNE) of Guinea-Bissau, Judge Carmem Lobo, announced that "yes" won the referendum on the new Constitution taking effect, with 70% of the votes. Of the 914,428 registered voters, 572,714 exercised their right to vote, with 383,117 voting in favor of the new Constitution and 160,904 voting "no", corresponding to 30%.
The referendum took place on Sunday and the Guinean people were called to vote on the new Constitution. The CNE confirmed that, with this result, the "yes" vote obtained the majority.
The opposition considered the constitutional referendum a "total failure" due to an abstention rate exceeding 90%. The Guinean military had carried out a coup on November 26, 2025, one day before the publication of the results of legislative and presidential elections, removing from power the then elected President, Umaro Sissoco Embaló.
The new Constitution reinforces the powers of the head of State. According to the opposition, this is a staged coup to allow Sissoco Embaló to return to power through new presidential and legislative elections scheduled by the military for December 6.
