Spanish authorities approved an emergency plan for Ceuta, the Spanish enclave located in North Africa, given the migratory pressure the city has faced. This plan aims to address the emergency situation that has been experienced at the southern European border.
However, the local authorities of Ceuta warn that the emergency plan will not be effective without the repatriation of migrants to Morocco. According to officials, without returns to Morocco, the approved financial investment "is useless."
The central issue relates to Morocco's cooperation, which has been fundamental in migration control in the region. Without an agreement allowing readmission of migrants by Moroccan authorities, the measures implemented by the Spanish plan will be insufficient to restore normality in Ceuta.
