The "Construir Portugal" program, presented in May 2024 by the Government, placed 31,700 homes on the market, exceeding the target established under the Recovery and Resilience Plan (PRR), whose deadline ended on August 31. This figure represents 5,700 additional homes compared to the initial target of 26,000 houses set in 2021 by the "Mais Habitação" program of the previous Socialist government.
In April 2024, the Executive noted that the program's execution level was incompatible with the European timeline and that the program was underfunded, with only 1.4 billion euros available, a value considered insufficient to meet the target of 26,000 homes. Without the "Construir Portugal" strategy, only approximately 16,500 homes would have been completed.
To ensure the objectives were met, a budget reinforcement of 790 million euros was approved. An exceptional regime was also created under the 1st Right program, funded with 2,011 million euros, to be executed until 2030, intended for the remaining 33,000 homes.
The Minister of Infrastructure and Housing, Miguel Pinto Luz, stated that in just over two years, the program's measures show concrete results, highlighting that the Executive inherited a target at risk and an underfunded program, but managed to fulfill the objective of ensuring dignified housing for Portuguese families.
