President Luiz Inácio Lula da Silva signed on Monday (the 31st) two decrees addressing consumer rights at public events. The measures establish new rules for the commercialization and resale of tickets to combat digital ticket scalping and also guarantee free access to potable water at events with more than a thousand people.
The first decree on ticket sales regulates provisions of the Consumer Defense Code (Law 8,078/1990) and the Half-Price Law (Law 12,933/2013) to protect consumers from abusive and fraudulent practices in ticket commercialization, with the goal of blocking mass ticket purchases through automated means, the so-called digital scalping.
The measure seeks to curb abusive pricing, fees, and other ticket sales conditions, as well as ensure access to the half-price ticket benefit, both in physical and digital sales. Ticket offices will be responsible for adopting mechanisms to prevent mass purchases by people using automated systems.
The second decree guarantees free access to potable water at events held in enclosed or open spaces that gather more than a thousand people, ensuring this right to consumers attending these events.
