The federal government forecasts a primary surplus of R$ 18.6 billion in 2027, according to the draft Budget Guidelines Law (LDO) sent to the National Congress. The value considers all expenditures, including those deducted for the calculation of the fiscal target, such as part of the precatórios (court-ordered debts), thus representing the effective result of public accounts.
In the LDO draft sent in April, the forecast was a surplus of R$ 7.99 billion. The new estimate represents an improvement of R$ 10.61 billion compared to the previous projection.
According to the Planning minister, Bruno Moretti, the reversal of the forecast result for the next year was made possible due to spending containment measures proposed by the government.
Among the measures is the limitation of real growth in personnel expenditures to 0.6%.
