President Luiz Inácio Lula da Silva signed on Monday two decrees that establish new rules for events open to the public. One aims to combat digital ticket scalping and abusive practices in ticket sales, while the other requires events with more than a thousand people to offer drinking water for free and allows the public to enter with water containers.
The signing took place at the Presidential Palace and brought together representatives of fan communities of artists such as Taylor Swift, BTS, BLACKPINK, Ariana Grande, Lady Gaga, Harry Styles, Justin Bieber, Katy Perry, and Olivia Rodrigo, among others. Government officials stated that the decrees were developed based on demands brought to the Executive branch by these organized fan groups.
The measures also represent a gesture toward young people and address the demands of these organized fan groups. In his speech, Lula linked the measures to the fans' mobilization, saying that without them the decrees would not have been made.
