Rio Court Declares Manguinhos Refinery Bankruptcy

The 5th Business Court of Rio de Janeiro declared on Monday the bankruptcy of Refinaria de Manguinhos (Refit). The decision was made by Acting Judge Arthur Eduardo Magalhães Ferreira and also covers the companies Gasdiesel Serviços, MG Distribuidora, Manguinhos Química, and Refinaria de Petróleos Manguinhos, all part of Grupo Manguinhos.

The state government had requested the previous month the conversion of Grupo Manguinhos' judicial recovery into bankruptcy. The argument presented by the state was that the company lost economic viability, failed to comply with basic requirements to continue the recovery process, and accumulates a tax debt exceeding R$ 25.7 billion.

The court ruling notes that starting in October 2025, the group was operating with a sharp decline in revenue. The news of the bankruptcy was first reported by columnist Ancelmo Gois.

Government Expects to Collect R$ 41.9 Billion with Selective Tax in 2027
