"What are the Competition Authority's recommendations to strengthen customer mobility in the banking sector?"

DECO welcomes the Competition Authority's (AdC) final recommendations aimed at strengthening retail customer mobility and promoting greater competition in the banking sector, including through the development of open banking and open finance. The AdC's final recommendations broadly align with the claims and recommendations advocated by DECO during the preparatory phase of the study conducted by the Competition Authority.

Among the measures highlighted by DECO that align with the association's positions are strengthening transparency and comparability of banking products, extending the scope of fee comparators to include savings products, eliminating early repayment fees on variable rate mortgage credit and reviewing the model applicable to fixed rate mortgage credit contracts.

DECO also refers to the need to improve the rules applicable to credit intermediaries, enhance the account mobility service to make changing banks simpler, evaluate the possibility of IBAN portability and strengthen transparency of information related to account packages. The association considers it fundamental to improve banking institutions' practices and create conditions for simpler, more transparent and effective comparison and switching.

The development of open banking and open finance could strengthen consumers' capacity to compare and switch providers, provided it is accompanied by robust protection, transparency and data control rules. The AdC's recommendations are considered by DECO as an important contribution to strengthening competition and mobility in the banking market, and their implementation should be a priority.

A DECO INFORMA… 

A DECO congratula-se com as recomendações finais da Autoridade da Concorrência (AdC) destinadas a reforçar a mobilidade dos clientes de retalho e a promover uma maior concorrência no setor bancário, incluindo através do desenvolvimento do open banking e do open finance.

As recomendações finais da AdC vão, na sua globalidade, vão ao encontro das reivindicações e recomendações defendidas pela DECO durante a fase preparatória do estudo realizado pela Autoridade da Concorrência. 
Entre as medidas que coincidem com as posições da DECO, a Associação destaca:

  • reforçar a transparência e a comparabilidade dos produtos bancários, permitindo aos consumidores tomar decisões mais informadas;
  • alargar o âmbito dos comparadores de comissões, aumentando o leque de produtos para incluir os de poupança;
  • eliminar as comissões de reembolso antecipado no crédito hipotecário de taxa variável e rever o modelo aplicável aos contratos de crédito hipotecário de taxa fixa, aumentando a mobilidade e introduzindo mais proporcionalidade;
  • aperfeiçoar as regras aplicáveis aos intermediários de crédito, melhorando o seu relacionamento com os consumidores;
  • potenciar o serviço de mobilidade de contas, tornando mais simples a mudança de banco;
  • avaliar a possibilidade de portabilidade do IBAN, uma medida que poderá reduzir significativamente obstáculos associados à mudança de instituição bancária;
  • reforçar a transparência da informação relativa às contas-pacote, permitindo aos consumidores compreender melhor os serviços incluídos e os custos associados. 

A DECO considera fundamental melhorar as práticas das instituições bancárias e criar condições para uma comparação e mudança mais simples, transparentes e eficazes.

O desenvolvimento do open banking e do open finance poderá reforçar a capacidade dos consumidores para comparar e mudar de fornecedor, desde que acompanhado por regras robustas de proteção, transparência e controlo dos dados. As recomendações da AdC constituem, assim, um contributo importante para reforçar a concorrência e a mobilidade no mercado bancário, devendo a sua implementação ser uma prioridade.

NordicEPod starts production of equipment that distributes energy to "data centers'

NordicEPOD, a company resulting from a consortium between the Norwegian CTS and the American Eaton, has started production in Viana do Castelo of equipment for receiving, transforming, distributing and stabilizing energy for data centers.
