Ukraine attacked this Tuesday a refinery in the Russian Samara region, after the announcement by the President of the United States, Donald Trump, that Kyiv and Moscow had agreed to refrain from mutually attacking energy-related infrastructure. The local governor, Viacheslav Fedorishev, indicated that over 40 Ukrainian drones were shot down during the night, with damage recorded at an industrial company and several residential buildings. The refinery hit was identified as the one in Syzran, belonging to the oil company Rosneft, with a processing capacity of up to 8.5 million tons of crude oil per year, which had already been attacked five times previously.
On Monday, Trump stated through the social network Truth Social that Ukraine had agreed not to attack Russian energy-related targets, adding that Russia "would do the same." However, the agreement was not confirmed by Russia. The Ukrainian President, Volodymyr Zelensky, stressed that Ukraine would only refrain from attacking Russian oil infrastructure if it obtained guarantees that Russia would also stop bombing the electrical system, essential energy infrastructure, and the country's food logistics, further stating that Ukraine "is not convinced" that Russia has the willingness to comply with the agreement.
During the same night, Ukrainian forces also attacked the Russian region of Rostov, in the south of the country, damaging a logistics center of the e-commerce network Ozon, in the city of Taganrog. Additionally, the Beriev aircraft factory, specialized in the repair and modernization of Russian military aircraft, was also hit.
In parallel, the Russian Army attacked with drones a warehouse and two fuel supply stations in the Ukrainian capital, Kyiv, causing four wounded. Russia began these attacks on gas stations in the capital last weekend and, since the beginning of summer, has been carrying out a campaign against logistical facilities of Ukrainian retail companies and import and export infrastructure. The Russian attacks have demonstrated greater effectiveness due to Ukrainian vulnerability to ballistic missiles and new jet-engine drones.
