Former state deputy Thiego Raimundo de Oliveira Santos, known as TH Jóias, was part of a criminal organization linked to Comando Vermelho specializing in acquiring large volumes of weapons, antidrone equipment and wholesale drugs. TH Jóias did not only act in leaking information about police operations.

He brokered arms negotiations and even made video demonstrations of the operation of a weapon designed to shoot down drones. This weapon was sold to drug trafficker Luciano Martiniano da Silva, Pezão, from Complexo do Alemão.
