PLMJ advised on the privatization of Cabo Verde Handling as legal counsel to ASA

Jornal Económico15 September 2026 at 00:20

PLMJ law firm advised on the privatization process of Cabo Verde Handling (CV Handling) as legal counsel to the state company Aeroportos e Segurança Aérea (ASA), which recently concluded the disposal of 51% of its share capital to Swissport, the Swiss ground handling services company.

The operation was led by Carla F. Machado, partner in the Public area and member of the Cape Verde Desk, with support from Diogo Duarte de Campos, Pedro Siza Vieira, Duarte Schmidt Lino, Domingos Braga and João Palmeiro Carrilho. PLMJ advised ASA on all phases of the operation, from structuring and conducting the privatization process to negotiating the legal instruments of the transaction and its closing.

In 2023, the same firm had provided advisory services to the State of Cape Verde on the concession of the airports to Vinci for a period of 40 years. The share purchase agreement that gave Swissport a majority stake in CV Handling, which provides ground handling services at seven airports in Cape Verde, was signed in April this year. The partnership is aligned with the country's strategic priorities, seeking to position Cape Verde as an air hub and maximize the benefits of the airport concession to Vinci Airports.

Why this matters

The privatization of CV Handling affects the aviation sector in Cape Verde, with Swissport now holding majority control of ground handling services at seven airports in the country. Cape Verdean workers and emigrants who received 10% of the capital are directly affected. The deal comes following the concession of the airports to Vinci in 2023, continuing the country's strategy to position itself as an air hub.
