New Anac rules to combat undisciplined passengers on flights come into effect; see what changes

cbn14 September 2026 at 22:53

Starting this Monday, new Anac rules to combat undisciplined passenger behavior on domestic flights came into effect. The regulation establishes a protocol for airlines and provides for penalties ranging from warnings and removal of the passenger from the aircraft to fines of five hundred to seventeen thousand reais.

The rule applies only to domestic transportation, on board aircraft and in Brazilian airport facilities. It does not apply to international flights, because each country has autonomy and authority over operations carried out in its territory.

Anac data shows an increase in the number of undisciplined passenger cases in recent years. In 2023, one thousand and nineteen occurrences were recorded. In 2024, there were one thousand and sixty-one. Last year, the number jumped to one thousand seven hundred and sixty-four occurrences.

The increase continues. From January to June of this year, 881 cases involving undisciplined passengers were recorded, an increase of 70% compared to the same period last year.

Why this matters

Passengers traveling on domestic flights in Brazil are now subject to stricter punishments for undisciplined behavior, including significant fines. Those traveling by plane need to be aware that warnings and removal from the aircraft are real consequences, and that the number of cases has grown significantly, justifying Anac's new regulation.
