Government opens 85 PT2030 competitions with almost 852 million euros by December

Jornal Económico14 September 2026 at 22:39

The Portuguese Government will open 85 notices from Portugal 2030 between September and December this year, with an allocation of almost 852 million euros. This plan was announced by the Ministry of Economy and Territorial Cohesion and includes 27 invitations and 58 public competitions. With this opening, the total volume of funds put out to tender in PT2030 rises to 19.3 billion euros, equivalent to 93% of the programme's total allocation.

The programmes with the highest allocation among the notices to be opened are Compete 2030, with 311 million euros, Sustentável 2030, with 198 million euros, and Alentejo 2030, with 147 million euros. The competitions will cover areas such as affordable cost housing, student accommodation, decarbonisation, internationalisation operations, energy efficiency, productive innovation and digitisation of the Public Administration.

The Minister of Economy and Territorial Cohesion, Castro Almeida, classified the new plan as another step in the execution of PT2030 and in the use of funds in priority areas for Portugal. The government official highlighted that the instrument gives potential beneficiaries the necessary predictability to plan their investments.

The new notices plan covers the period between September 2026 and August 2027 and includes a total of 172 competitions, mobilising around 2 billion euros in European funds. With this plan, the allocation on offer from PT2030 will correspond to 97% of the fund, equivalent to 20.2 billion euros, at the end of the covered period.

Why this matters

The plan will allow companies, municipalities and other entities to apply for European funding in priority areas such as housing, decarbonisation and innovation. Minister Castro Almeida highlighted that the instrument gives potential beneficiaries the necessary predictability to plan their investments, representing another step in the execution of Portugal 2030.

Data center promoters in Abrantes request network reinforcement

Data center promoters in Abrantes requested network reinforcement, having already received authorization for grid connection, but the Minister of Energy warned about the high demand for network capacity. The Abrantes case is considered "special" due to the closure of the Pego Power Plant in 2021, which left the region without a significant source of electricity generation.

The price of what we don't learn

Portugal achieved its worst-ever results in PISA 2025, with mathematics at 460 points and reading at 462, similar to 2006 levels, wiping out two decades of progress since 2015. The article argues that this decline is not due to lack of funding — Portugal spends 4.3% of GDP on education, above the European average — but rather to poor resource allocation and the inability to transform investment into effective learning. It also highlights that socioeconomic inequality explains 17% of the variation in mathematics results, with 53% of disadvantaged students failing to reach minimum proficiency. Warning that this represents a cost to the country's competitiveness and productivity, the article concludes that the problem cannot be solved with more money, but with strategy, clear targets, and reform.

Solar sector with BESS should reduce costs by 40% in Brazil

The solar energy sector combined with battery energy storage systems (BESS) should reduce its operational costs in Brazil by up to 40% over the next decade, according to a study by McKinsey & Company presented in São Paulo. The consultancy projects that the Levelized Cost of Firm Energy (Firm LCOE) will drop from $65/MWh to $39/MWh by 2035, making Brazil the second country with the lowest firm energy cost in the world, behind only China. The high tariffs charged by utility companies drive the migration to self-generation, and McKinsey's partner in Brazil, Mikael Djanian, highlights the country's competitiveness in the global scenario.
