The municipality of Vila Nova de Gaia and its municipal companies are under intense judicial scrutiny due to multiple investigations into corruption, manipulation of public procurement and political favoritism. Operation "Águas Turvas" revealed alleged fraud schemes at Águas de Gaia company, with estimated damages of around eight million euros, leading to the preventive detention of former director José António Martins and contractor António Santos Mota. The former chairman of the board Miguel Lemos Rodrigues was formally charged with corruption, abuse of power and influence peddling, while former mayor Eduardo Vítor Rodrigues was made a defendant on suspicions of payments to Global Media for editorial conditioning. Alongside these investigations, questions arise about false academic qualifications of a municipal director, contested political appointments and Operation Babel, focused on urban licensing worth 300 million euros.
