The conclusion results from the study "Who Governs Portugal? Ministerial profiles in comparative perspective", coordinated by researchers António Costa Pinto and Marcelo Camerlo. The study analyzed the profile of all Portuguese ministers between 1976 and 2025.
The researchers compared Portugal with other southern European democracies to reach this conclusion. The study reveals that parties are choosing increasingly qualified and specialized ministers to hold ministerial positions.
This phenomenon represents a significant change in the way political parties select their representatives for government, now privileging technical skills and specialized experience over other selection criteria.
