Technology in Public Administration must ensure data security and quality

On July 1, the Portuguese Government presented the "Amália" virtual artificial intelligence assistant, a multimodal automatic language model intended to be integrated into Public Administration. This project aims to address significant interoperability failures between the different systems used by public services, which currently result in data duplication, inefficiency and delays in processes. Rui Cruz, CEO of Opensoft, considered this initiative a reflection of the commitment to using technology to improve the delivery of public services.

Public Administration faces significant challenges in modernizing its systems. Historically, multiple systems have been developed that operate in isolation or do not communicate fluidly with each other. Beyond interoperability, it is necessary to ensure credibility and trust in information, invest in team training and promote a collaborative culture that eliminates silos between departments. Data governance and clear definition of responsibilities are considered fundamental pillars.

Cybersecurity is another central concern, requiring robust information security mechanisms, rigorous access management and compliance with GDPR and the NIS2 directive. Rui Cruz argued that information protection must be a strategic priority to prevent unauthorized exposure of data. Regarding data sovereignty, he considered that sensitive data from the State, defense and health sectors should remain in national data centers, while less sensitive information can use global infrastructures.

The CEO of Opensoft views this new technological phase with confidence and expectation, believing it represents an opportunity to make a significant leap in providing solutions to citizens. However, he warned that the true potential of artificial intelligence can only be realized when supported by reliable, up-to-date and secure data. He also advocated that national innovation projects are important to enhance knowledge and retain critical competencies in Portugal.
