The plan currently under consideration also includes a semifinal in Barcelona and another in Casablanca.
Still, no choice is official. The decision is not expected to be announced before 2027 and may not come until 2028. Spain and Morocco have intensified a public and media dispute over the final in recent weeks.
The Moroccans are betting on the construction of the Hassan II Stadium, on the outskirts of Casablanca, designed to accommodate 115,000 spectators, as their main argument to secure the match. However, behind the scenes at FIFA, Spain's weight in the history and structure of world football would still favor the Bernabéu's bid.
Although the entity acknowledges Morocco's sporting and political advances, the internal assessment would be that the structure and historical prestige of Spanish football would give the advantage to the Spanish bid.
