The Federal Police are investigating the Havengate fund, which received resources from banker Daniel Vorcaro and remained inactive for four years. The fund began to be used when former federal congressman Eduardo Bolsonaro was already living in the United States. The PF report indicates that the fund was originally created in 2020 to raise resources destined for the Havengate Community real estate development, a US$ 21.1 million project planned for the city of Melissa, Texas.
The project promised green card acquisition through the EB-5 program to Brazilian investors. The development, however, never got off the ground: there is no property registration, construction permit, or any construction records in the official databases of Collin County, Texas. The construction company indicated as a partner in the project confirmed that the project was terminated before the city could approve it.
