Two neighboring beaches, one in Setúbal and another in Sesimbra, separated by just four days, illustrate in contrasting fashion the state of Portuguese coastal surveillance. On September 2, at Arrábida, the GNR's Coastal and Border Control Unit detected suspicious movements during an oriented patrol, mobilized ground and air assets and seized four hundred kilograms of cocaine. On September 6, at Meco, the State only learned of the occurrence through a phone call, finding a stranded boat with engine and supplies, but without any trace of the thirty people who had been reported. The Minister of Internal Administration confirmed in Parliament that there is no confirmation of a landing and that the most likely scenario is that it was a support boat for drug trafficking.
The difference between the two cases was not luck, it was a matter of deployment. Where there was surveillance there was interception, where there was none there was only a fisherman making a call. Even in the successful Arrábida case, the result was incomplete, as at least eight suspects were detected but only one was ultimately arrested. The article argues that the problem is not legislation or authorities, but rather the absence of an integrated system that includes coastal radars, sensors at critical points, AIS cross-referencing with radar and information, and reaction capacity proportional to what is detected.
The article contends that coastal surveillance is not merely an internal security issue, but a condition for the blue economy. Whoever does not watch the coast cannot enforce fishing regulations, protect offshore energy parks, or collect taxes on fuels that smuggling diverts. The trafficking networks coming from South America and West Africa choose poorly monitored ports for the same reason that commerce chooses efficient ports: cost. Radars, aerial and naval platforms, and information systems are dual-use, because whoever can track a speedboat can equally track a ship that slows over a submarine cable.
The article identifies a missing piece: a sensitive maritime data regime, with classification, protection, and civil and criminal liability, without which it is impossible to share information between authorities and private entities. Portugal possesses national technology, including sensors, autonomous vehicles and data fusion software, tested annually off the coast of Setúbal. What is missing is to purchase as a system what is currently bought piecemeal. The question that remains is simple: if the problem is seeing, with what means is the Portuguese sea seen today.
