The Government and social partners meet next Wednesday in Social Concertation, at the headquarters of the Economic and Social Council, in Lisbon, to discuss the State Budget for 2027 and the transposition of the Pay Transparency Directive. The meeting, scheduled for 3:00 PM, will be chaired by the Minister of Labour, Solidarity and Social Security, and will be attended by the Finance Minister, Joaquim Miranda Sarmento, who will present information on the SB2027.
The minimum wage update should be one of the topics addressed, in a context where the tripartite wage valorization agreement signed in October 2024 provided for annual increases of 50 euros, raising the minimum wage from the current 920 euros to 970 euros in 2027 and 1,020 euros in 2028. However, after the legislative elections of May 2025, the executive established a new target of reaching 1,100 euros gross monthly by 2029. The Labour Minister stated that meeting the target set in the agreement is the priority, noting that a new agreement would be needed to change this value.
Business confederations warned that there are measures from the agreement that are not being fulfilled, while UGT urged a reinforcement of the national minimum wage. CGTP demanded the immediate increase of the minimum wage to 1,050 euros. Regarding the transposition of the pay transparency directive, the Government sent a draft bill proposal to social partners, with UGT arguing that the salary proposal must be presented in job offer advertisements, and CGTP calling for strengthened resources for ACT and CITE. Business confederations expressed reservations, considering that the draft introduces more administrative burden.
Portugal should have adopted the new European rules on pay transparency by June 7, but did not do so. The European Commission opened an infringement procedure against the country the following day, considering that national legislation does not fully comply with the new European rules.
