Supreme Court Minister André Mendonça used the decision to remove the director-general of the Federal Police, Andrei Rodrigues, to send messages to colleague Alexandre de Moraes. The two have been in a clash ever since Mendonça removed the seal from a report showing messages sent by banker Daniel Vorcaro to Moraes during the Banco Master crisis. Moraes' name appears nine times in the decision issued by Mendonça on Tuesday.

In the decision, Mendonça states he was illegally "monitored" by the PF, which produced six intelligence reports considered "illegal," "apocryphal" and "without technical conformity." The objective of these reports was to include him in the fake news inquiry, which has been under Moraes' rapporteurship for over seven years.

Mendonça even cited a speech by Moraes himself to emphasize the "gravity of the situation." The reports were later removed from this inquiry by decision of the STF president, Edson Fachin, and are now being processed in a procedure under the rapporteurship of another minister.
