The Minister of Internal Administration, Neves, refused to have "favored third parties" or "damaged the State" during an intervention in Parliament, hours before the motion of censure was voted. The minister made a "mea culpa" for having failed to submit the income declaration and acknowledged having committed "errors", but insisted that he did not harm the public interest.
Neves stated that he does not intend to put the position at risk, thus refusing to present his resignation. The minister guaranteed that he has the confidence of the prime minister, Montenegro, not intending to leave the position.
The motion of censure against the government was scheduled to be voted on that day, which created the political context for this intervention by the minister in Parliament.
