New affordable rent regime still waiting for decree to start

The new Simplified Affordable Rent Scheme (RSAA) came into force on 1 September, but the order defining maximum rent limits by housing typology has not yet been published, and the electronic platform of the Housing Portal is also not operational. The scheme, created by the Government to replace the Rental Support Programme (PAA), exempts landlords from income or corporate tax who rent at values up to 80% of the median municipal rents. The Ministry of Infrastructure and Housing stated that the order is "pending publication," but did not specify when the platform will be active. The Lisbon Property Owners Association criticized the lack of essential regulation, warning that Government announcements are not always coordinated with their implementation on the ground.

Half a century waiting to stop being temporary

Fifty years ago, ten fishing families from the Cabedelo neighborhood in Darque were temporarily rehoused due to the construction of the sea port of Viana do Castelo. Half a decade later, they continue to live in wooden houses with fibrocement roofing, without property registration, facing humidity and heat. Manuel Augusto, rehoused at the age of 31 and now 81, continues in the same house, exemplifying the situation. The residents, despite the degradation of the housing, are attached to the place and the community, but the absence of a definitive solution prevents them from investing in their homes. Over the years, municipal council officials have visited and photographed the neighborhood, but nothing concrete resulted from these visits.
