The mayor of Ceuta held Morocco responsible for the migration crisis that occurred in July. Ceuta is a Spanish city located in northern Africa, separated from Moroccan territory only by a land border.
The mayor called on the European Union to create a "special status" for Ceuta and Melilla, the two autonomous Spanish cities located on the Mediterranean coast of the African continent. Ceuta and Melilla are the only EU territories on the African continent.
The mayor of Ceuta also advocated that there should be a "more expressive and visible presence" of Frontex agents, the European border and coast guard agency, in the Spanish territories in northern Africa.
The July crisis involved a significant influx of migrants who attempted to enter Ceuta, which led to tensions between Spain and Morocco.
