The Association of Residents of Penhas da Saúde (AMPS) considers that the proposal for revision of the Municipal Master Plan (PDM) falls short of expectations created over decades, particularly regarding the regularization of illegally constructed housing and equal treatment between different zones. According to the association, for many families with homes existing for over 50 years, this revision represented the hope of finally finding a solution for constructions that successive planning instruments never managed to resolve.
The new PDM recognizes part of the existing reality through the classification of several areas as Residential Spaces, but AMPS warns that this recognition does not, by itself, mean the legalization of homes nor the execution of missing infrastructure. The association states that it is not enough to recognize on the map what will not then be resolved on the ground.
The main concern results from unequal treatment between areas of Penhas da Saúde. The proposal creates UOPG 09 in Fraga da Estrecada, covering 4.7 hectares, intended for regularization and requalification through a Detailed Plan. AMPS considers this solution positive, but does not understand why other consolidated residential nuclei, such as Peixeira/Nave da Areia, are left without an equivalent operative instrument, without a clear timeline, and without guarantees for resolving deficiencies in sanitation, drainage, and access.
After an assembly held on August 8, the residents decided to promote a petition addressed to the Municipality, demanding equal treatment. More than 80 residents signed this position. The president of AMPS, Jorge Simões, states that residents have waited decades for this PDM, not asking for privileges, but for equality, legal certainty, and a solution for homes and neighborhoods that have existed for decades.
