Rangel's declaration comes in the context of a European assessment of security at Schengen borders. Ceuta, a Spanish enclave in Moroccan territory, has been frequently targeted by migrant entry attempts.
The Portuguese minister highlighted that, although it is a situation that requires attention, conditions were not met that would justify considering the incident as a threat to the functioning of the European free movement space. This position of Portugal contrasts with concerns raised by other European countries in similar situations.
