Apocryphal reports from the Federal Police were commissioned by Minister Alexandre de Moraes as a reaction to an investigation request made against him by then attorney general André Mendonça. The reports aimed to analyze and respond to this investigation demand against Moraes himself.

One of the reports recommends the "monitoring and targeted collection" about André Mendonça and his relationship with attorney general Jorge Messias. The suggestion appears at the end of an analysis titled "posture of the Attorney General's Office and the associated risk framework."

The analysis outlines a scenario of risks for the Federal Police related to the relationship between Messias and Mendonça. The apocryphal report was produced to substantiate an institutional response to the investigation request made by Mendonça against Moraes.
