The Portuguese Nurses' Union (SEP) accused the SNS reference framework of making it impossible to hire new nurses. The situation is creating significant difficulties for Local Health Units (ULS) across the country.
The main problem identified by the union relates to the nine-month delay in publishing the Management Reference Framework (QGR), which functions as a regulatory instrument for hiring health professionals.
According to SEP, this nine-month delay is considered unacceptable and constitutes a direct constraint factor for ULS, which cannot proceed with new hires within the established parameters.
The situation affects the SNS's response capacity in terms of human resources, limiting the possibilities of reinforcing nursing teams in Portuguese health units.
