President Luiz Inácio Lula da Silva sanctioned, with a veto, the law that creates the Fertilizer Industry Development Program (Profert), with the objective of stimulating domestic production and reducing dependence on imported inputs.
The legislation establishes a minimum participation of Brazilian fertilizers in products sold in the country and authorizes financing lines for sector projects. The mandatory blend of domestic, synthetic, and mineral fertilizers will start at 2% on July 1, 2027, progressively increasing to reach 10% in January 2037.
Starting in 2038, the proportion may vary between 10% and 30%, with the National Council of Fertilizers and Plant Nutrition (Confert) responsible for defining the evolution of percentages based on the capacity of the Brazilian industry and possible effects on product prices and supply. The council may also temporarily modify the established targets.
